user accounts

I am runnig XP home edition. I have myself as
administrator and my other family members as limited
users. However, they cannot open my Earthlink dial-up
internet and connect. How can I make the internet
accessible to all users without making them
administrators? Also, everytime I try to open Earthlink
internet when logged on as administrator I get the "run
as" window. How do I disable this? Please help.
