two administrator programmes

I have 2 prog',one password protected.They are both adm'
accounts.internet was set up before creating second
password acc'.Now I can not send Email etc. from this
second acc'How can I rectify this? Also is it posible to
send a file from one acc' to the other, if so how?
I am not an experienced opperator, so please keep it
simple.
