Lately, every time I open Windows Explorer or IE, they
open with the search pane active. I don't think I
changed anything and this is a new problem, which is
annoying. Is there a default registry key that will turn
that "feature" off?

Close the Search pane and use the File, Close menu item to close Explorer
and/or IE. The setting should be retained.
