as described, XP Home won't boot because hal.dll is missing from system32
folder.
Can I just copy it over from a good install by floppy ?
If not do I need to extract it from the CD?

The HAL.DLL is hardware-specific, so a copy from a different PC may
not work. Reinstall Windows to get the file back:

No, you need to do a repair installation. There are various versions of
HAL.DLL depending on your hardware. You would have to know which version to
copy.
