I have two users on my sytem,How do i prevent the
administrator from accessing my files through Documents &
settings, and vice-versa

By disconnecting the computers and change the admin passwords!

Administrators, even if you take away rights, can regain ownership and
rights at any given time.
The only way to prevent one user from accessing another users files/folders
is to make both users limited (power users or below) and limit their access
then. Whomever knows the admin username/password, however, can change all
that. Thus - why only trusted people should ever be granted administrator
rights on any given systems.
