I would not recommend removing those (pre-sp4) files.
What those are probably the patches and fixes from Windows
Update.

If you want to generate more room on your local hard drive
then I would recommend purchasing another hard drive and
attaching it to your system as a slave and moving
only "data" to that drive. Pictures, personal files, etc.
