Administrative tools issue !

Can I apply software restriction policy thru local
security policy ?

I assigned path rules disallowing a program but I when I
log on thru a limited user account
I can change the rules by unrestricting the rule I applied
in Admin mode.Where am I going wrong ?

I don't want the users on my machine to access
administrative tools / control panel I'm midway in
deploying security on my machines .

Please guide
