I need to use NetMeeting, for online homeschool tutorial.
Microsoft's download options give me several choices, based on what
OS I am using (e.g., Windows 95, Windows 98, Windows NT 4.0).
But there is no option for users of XP Home. And there is no indication
that NetMeeting is included in XP Home automatically, such as is the
case with Windows 2000.
NOTE: I don't have a Windows computer yet, and am trying to figure
out which operating system I need in order to use NetMeeting.

Netmeeting is included in WinXP Home, found here:
"C:\Program Files\NetMeeting\conf.exe" if C: is your root

It's already included:
Start => Run Conf and hit Enter :-)
