local user database handle is corrupt

I am trying to setup a VPN for incoming connections.

I go to Connect to / Show all connections / Incoming
connections /Properties and the error message

local user database handle is corrupt

appears.

If I say OK I get the local user display which is empty.
If I try to add a user I get an error

the user name was not entered as it violated a system
policy etc.

Any help would be very gratefully received.
