Restart in Windows xp

I have a PC at work that when you go into shutdown mode
and click on 'Turnoff' it shuts down and the proceeds to
restart. The install of XP was an upgrade made over
Windows 2000 and I was not there at the time. Does
anyone have any ideas where to look and what I should do.
