can't get rid of log on screen

I can't get rid of log on screen. I have turned off the
Welcome Screen, but then I get the Classic Welcome Screen.
Can't window just load without logging on?

Turn the Welcome Screen back on, or leave it off, as you choose. Click
Start, Run and enter CONTROL USERPASSWORDS2 Uncheck Users must enter a
username and password.......... Click Apply and follow the prompts.
