Can't save passwords

Anyone have any thoughts why I can't save passwords
either in IE or Outlook? I've seen a couple KB articles
that refer to Outlook Express and involve tinkering with
the registry. I'm willing to do that, but want to make
sure that's the fix. I'm also curious how I managed to
get into this situation. Any help is appreciated.

Outlook Express keeps prompting for your password - Fix

This fix also applies to Outlook, other programs that store passwords=20
in the Protected Storage System Provider sub-branch of the Registry.=20
It also corrects some issues with Internet Explorer and AutoComplete.
