My system is constnatly using 100% resources. When I hit
Cntrl-Alt-Del and look at the Processes, the "Image Name"
SYSTEM, "User name" SYSTEM are taking the majority of
resources (90-97%). When I disconnect from my cable
modem, this problem goes away. When I'm connected via my
cable modem, this problem is always there. My CPU usage
is always at 100%.

How do I stop this?

Turk,

I think you are better to find out the file path in your
PC. You could find it in Control Panel/Add and remove or
run cmd.exe/net start.

If you think it is no longer use in your system. Kill it.
