Missing EventTriggers/Create/Query programs

Hello,

The XP event management programs - EVENTTRIGGERS,
EVENTCREATE, EVENTQUERY are not found on my computer (XP
Home edition).
Does anybody know where can I download them from ?

P.S.
I didn't found them on the Microsoft download center site.
