Can't execute Blaster Worm patch

Anyone have any idea what to do if when executing the
Windows XP (32-Bit) Blaster worm patch, you get the
message:

KB823980 Setup Error
Set up could not verify the integrity of the file
update.inf
Make sure cryptographic service is running on your
computer

It won't let setup wizard finish installing.

I am having the same problem. I have tried all that has
been recommended, but am still getting the same error.

Any other ideas??
