Concerned about security, I downloaded and installed
Windows XP Service Pack 1 yestereday. It deleted every
atttachment to my emails. I lost dozens of important
files. I am gutted.

Is there any way that I can contact Microsoft to alert
them to what they are doing to people?

Greetings --

Your attachments haven't been deleted.

Outlook Express' default security settings are simply trying to
protect you. OE has no way of telling whether an attachment actually
contains a virus or not, so it temporarily blocks any of those file
types that could potentially contain a virus. In Outlook Express,
Tools > Options > Security, uncheck the "Do not allow attachments to
be saved or opened that could potentially be a virus" option, assuming
you trust the source, of course. The wiser course of action, however,
would be to modify your list of unsafe files, as outlined in the KB
articles below:

Get eudora http://www.eudora.com/ (free in sponsored mode) and a decent
antivirus (such as AVG http://www.grisoft.com/). You need the antivirus
anyways, but definitely noone needs outlook leave attachments
dysfunctional simply because that's a "default". It's the "we know
what's best for you" approach, and boy it sounds scary. At some point I
have tried unsuccesfully restore access to attachments in my boss's
Outlook, and only worked after this friend of mine reinstalled the
service pack 2 or 3 times. Eudora extracts attachments and saves them
separately as files in a folder, from where the antivirus can handle
them through the on-access virus shield. And they say it's capable of
importing your email from Outlook.
