When I copy files to a cdrw or thru the network to a
second computer on the Network the attributes change to
Read Only and I cannot change it in the second Computer.
What could be the cause of this?

Unless your CD-RW supports "packet writing", its treated like CD-R media and
any file will be come read-only. As for the issue across the network, I
don't know, unless your user account doesn't have "full control" access to
the destination folder.
