Jimmy;
What do you mean "will not make a window"? Do you click on IE icon, and the
window does not open up all the way? If so, try moving your cursor to one of
the corners, and dragging it open, then do the same for the other corner.
Then hold down the control key and clicking on the red X to close it. Then
when you click on the IE icon to open, it will open in full mode.

Double check the properties of your IE shortcut to make sure that it
is not set to automatically minimize itself:
Right click on the IE icon and select properties. Then, check what's
in the Run box: is it minimize? If so, click the down arrow and select
'Normal window'. Click apply then OK and try it again.

I think this setting will only affect what happens when you
double click the desktop icon to first start the app. After
that, you should be able to minimize and restore normally.
Perhaps this window is "lost" ... off the screen. Try right
clicking the taskbar icon, then left clicking "move" (with the
app in the "Restore" state; which you can verify if the word
"restore" is greyed out). Your cursor will become diamond
shaped and now the arrow keys will allow you to "move" the
window's position. Whenever this happened to me, my "lost"
window was off the screen to the right and down, so "finding"
the window required using the up arrow and the left arrow -
perhaps your "lost" window will be elsewhere. Eventually a
*very* small window will appear on the desktop, at which time
you can press Enter (or left-click the mouse), then use the
mouse to move and resize the window.
