Problem with System Restore

I was working to get rid of blaster and following said
instructions I turned of my system restore feature. Since
then my comp contracted a new worm called spybot or
something like that that disguised itself as
winlogin.exe....anyways...i cleaned it out but then my
computer started to really mess up. It takes forever to
log on and when it finally does it makes a pretty bad
sound...and then it just sort of locks up, I can get to my
desktop fine, but i have no taskbar. When I try to run any
program I get an error of some kind, either it's missing
a driver, i don't have the proper authorization, it's not
a valid win32 application...you name it, I get all sorts
of errors, and it won't even attempt to log on to my dsl.
So I tried System Restore, but my tab had dissappeared, so
I tried to access it via the control panel but when i did,
I get a "System Restore cannot protect your computer,
Please reboot and try again" error, so I restart, try
again, and i get the same error. I've tried running in
safe mode, used the command prompt and still nothing.

Any help?
