Will formatting the hard drive get rid of the msblaster virus? I would
guess that it would.

It will, yes, but you needn't do that:

Hi,

Yes, but only until you reconnect the unprotected system to the internet.
Then you will be right back where you started.

You need the patch described here to protect against it:

MS03-026: Buffer Overrun in RPC Interface May Allow Code Execution

Problem is, you needed to install the patch BEFORE you got infected to avoid
it. Now you will need to disable and remove the virus, then install the
patch.
