I've been unable to restore my system to ANY previous date. I believe the
dates I've chosen are valid, as there appears to be info contained in the
pop-up that displays adjacent to the dates I "hover" over.

Any suggestions on how I can "restore" my restore function ?

I would go to system restore settings turn off system restore, reboot, go
back to system restore settings and allow restoring again. If you must
restore before doing this go into BIOS and reset to previous good operation.
