If the security patch 823980 downloaded...do i have to do
anything else?
Am i supose to try and download Windows Service Pack 1
(express)now?

You have to visit Windows Update at least weekly and install every critical
security update. You have to have anti-virus software. You have to adopt
safe computing practices. You should activate XP's Internet Connection
Firewall (directions in Help and Support).
