Is there a way to retieve files from my hard drive once
I've deleted them and emptied my recycle bin.

Not without a lot of expensive equipment.

Yes the Restoration app that Lesley pointed to
http://hccweb1.bai.ne.jp/~hcj58401/ works very well. You should not use your
system if possible and don't shutdown and reboot. Doing so runs the risk of
overwriting your deleted data. Instead download the .exe from the link above
onto another computer and then double click it to extract the files to a
floppy. Open the floppy on your computer and run the Restoration.exe app. It
is most beneficial if you can recover your files to another drive, partition
or packet formatted CD-R/W rather than to the same partition the files were
originally deleted from as you don't want to run the risk of overwriting
other deleted files you hope to restore. Restoration is one of the only apps
that I've found that will let you recover to the original drive though so if
you must restore to there you can.
