I have a similar issue - if you right click on the
network connection icon under Control panel, there is an
Advanced tab which should allow a check box to enable
this feature. On my system, the advanced tab comes up
with message "Windows management information might be
corrupted". It then suggests using system restore to go
back to an earlier config which works OK. Trouble with
mine is that all restore points have been lost...

I suspect it might be something to do with my son using
Kazaa prog to download music files, which has corrupted
the system somehow.
