When I boot up my system a message appears:
"Windows cannot open this file TFTP196. To open this
file Windows needs to know what program created it.
Windows fan go online to look it up automatically, or you
can manually select from a list of programs on your
computer. What do you want to do?"

While these files can be created by other programs, it's very likely this
is a leftover from the Blaster worm or your system is still infected by
blaster.

Many of the antivirus companies have cleanup tools and cleanup directions
at their websites. MVP Kelly Theriot has also written a cleanup tool and
offers it for downloading at her website (Line 257 for Blaster aka Remote
