jdbmgr.exe virus?

I received an email from a friend stating that they had
the "jdbmgr.exe" virus, and that everyone should delete
the file. I vaguely remember reading something about this
being a hoax, and that this is actually the Java
debugger. Is this correct, that this is a hoax and
jdbmgr.exe is NOT a virus?
