Following the creation of partition(s) reboot with the Windows 98 floppy and
at the command prompt type
FORMAT C:

that will format your C partition as FAT, change the drive letter if you
want to format a different partition. Once formatting is completed you will
be prompted to enter a Label name. You can if you wish or simply press the
Enter Key to leave a blank label.
