A couple of weeks ago I got the Blaster Worm virus and I
was able to get a quick fix from Microsoft for it. But
when I downloaded an Anti-Virus program and tried to
install it the error message;

Error 1606.Could not access network location
<Common Administrative Tools>.AllUsers\.

would come up. Now whenever I try to install anything I
get the same message. Is there anyway to fix this
problem? If so I'd greatly apreciate your input.

My guess is that you patched the security hole but did not rid yourself of
the virus.
I would attempt to run the removal tool ( below ) and see if that fixes your
problems.

Note that MsBlaster does activate a tftp server which can / does download
other trojens and such which may also be causing problems. And it would
probably be good advice to activate the XP firewall as well.
