Can I change to / or create and run a Domain on a peer to
peer network that has been originally just a plain peer-
peer workgroup? What do I have to do?

To have a Domain in your environment you need to purchase a Windows Server
product such as Windows Server 2003 and the appropriate number of client
licenses.
You will then need to either get some professional advice (consultancy) or
do the appropriate training and reading to understand what you are about to
do and the impact this will have.
Then plan test and deploy the domain to your environment.
This may not be a trivial set dependent on your environment
