The solution for every non-hardware problem is probably
best - Back up data and reinstall Windows

PS I am not a technician, so feel free to see what other
people say first.

What I say is that I have yet to meet more than one or two problems that
require a reinstall. Note that a repair installation is different. Read
up on "recovery options" in Help and Support.

OTOH, a reinstall is sometimes faster than a fix, but you need good
backups, which most folks don't have.
