no security tab when viewing folder properties

When in Windows Explorer and I right click on a folder
and go to Properties, I do not have a Security Tab where
I can allow access to the folder by limited users

If you read that in help I suggest you read carefully again. As it contains instructions on how to show the security tab.

Type file permissions in help and read carefully.

This is what is says after point 4
