Can't Turn Off Computer

Every time I try to turn off the computer by going
to 'Start\Turn Off Computer\Restart' or
'Start\Turn Off Computer\Turn Off', nothing happens. The
computer seems to completely ignore the command.

How do I fix this?

Does anything happen if you choose Standby or Hibernate?
