user accounts program missing

User accounts icon is missing from control panel. The
program is nowhere to be found. It is not in the recycle
bin. How can I get it back?

Edge:
You can go to start, settings, control panel, user accounts. the user
account should be setting right there, Click on and turn it on.
If the user account is not there, I hope someone a little more knowledgeable
will jump in and correct my miscalculation.
