Read Only Attribute Always

Whenever files/folders are created they always have the read only attribute
which is getting extremley annoying as nothing I do can remove the
attribtute.

I open the file/folder and uncheck the read only attribute only to find when
I check again the read only box is once more selected.

Any assistance most gratefully received
