Programs not showing on the taskbar

After switching on the Language bar to use Text to speech
notice that open programs don't show on the task bar. Have
switched of the language bar but this hasn't helped.
Neither programs of program groups show! Only have quick
start on taskbar now. Even if I unlock the taskbar the
right had slider of quickstart doesn't show so can't make
it any smaller to get the Programs to show.

Getting very frustrated
