Okay, whenever I create a new user account none of my
programs work when someone logs into the account. It
always says that I have to re-install the programs.

Of course that makes no sense because these same programs
work perfectly fine when I'm on my user account.

What's the problem here?

The problem is some applications do not fully understand the semi multi user
nature of Windows XP and install entries into the specific users section of
the registry etc.
This results in them needing in some cases to perform a simple "fix up"
process to enable the application under that user account (such as that done
by Office XP) while other may require you to install the application for
that user in its entirety.
Also when you do the application install, certain applications ask if this
should be made available only for you or for all users, again this effects
the way the application behave for multiple users on the same system.
Ultimately contact the application vendor for more support on specific
installation issues with their applications.
