infected yuetyutr.dll

I still have, despite installing patches and anti virus
remedies, an infection on my PC.
It is in the file yuetyutr.dll and is the W32.Randex.E
worm.
Symantec products cannot access the file to delete or
otherwise render this file uninfected.
Any advice?

This page does, at least, include a section titled "Removal Instructions".
Have you tried it?
