flashing hourglass

Hello. I've been noticing that my hourglass is flashing
all the time and I'm not doing anything. Please help
me. Thanks.

Happen with all applications? Sometimes a simple bug in an app causes
the icon to get "confused" and in fact there no waiting going on, as
implied by the hourglass icon. See if when you restart the problem just
doesn't simply disappear.

It happens with all the applications. Even when I boot
up. When i restart it still appears.
