how do i move the task bar from the side of the screen to
the top?

Right click on the taskbar and make sure Lock the Taskbar is not checked.
Left click and drag on a solid grey area to your new location.

First right click on the taskbar and select "Unlock Taskbar" now
click-hold-and-drag it to the top of the screen.

With regards to what others have said, it is that the tasbar may appear not
to be moveing until the cursor is more than half way across the screen when
it will suddenly jump to the nearest edge.
(not 100% sure what I said but but pretty sure).

Patrick, you should be 100% sure because this is exactly what happens. Good
clarification.
