deleting files and folders

I get a message that says,current file or folder is being
used by another person or program and therefore unable to
delete the file. I am the only one that uses my computer
and there are no other programs running.

Is it an AVI or MPG file? If yes, try deleting in Safe Mode. Or see Kelly
