Is there an application built-in to XP that will allow my computer to act as
a telephone? I.e. use the computer's mic and speakers as if they were a
telephone receiver... If not, what's the best app for that sort of thing?

you can use MSN Messenger 6.0 to amke phone calls, but you will have to sign
up for a third party voice provider before you can do anything.

Hi,
There is no native application. You would need a voice capable modem and the
appropriate software. Most of these types of modems come with this software.
