Internet Explorer Homepage Restrictions

When I open IE6 my homepage goes to www.slotch.com. I do
not know how this got changed. When I click on Tools
then Internet Options I get a message that reads: This
operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator.

I am the administrator. Please tell me how to restore my
homepage.
