does anyone know how to annotate pictures?

Open up the picture with an image editing program like Microsoft Paint.

To open up MS Paint;
Click Start
Click All Programs
Click Accessories
Click Paint

Open your picture by clicking File and Open

To annotate the picture, click the A icon on the toolbar to the left. Then
click on the picture where you want to write and begin writing.

Use a program called "IrfanView". Its free and you can
download it.

It has a function called "RESIZE", and you can specify,
680 pixels by 480 pixels for example. Etc.
