Windows xp does not work with DOS. It skips it completely
in the boot up process , unlike Windows 9x which launched
from DOS. you will need to make a bootable floppy which
will launch DOS. then use fdisk to partition the hard disk
(you can delete the partition , you can't 'format').
A side note: if your hard disk is NTFS it will be
unreadable in DOS.
All that said if you just want to re- install Windows XP
you can just bootup from the Windows xp CD and you have
the same function to re organize your partitions, delete
etc.
