With all security issues coming up these past few weeks,
I would like to know where can I locate the information
regarding the message regarding users still remaining on
the system during the Shut Down process.

Is there anyway where this can be ellaborated in order
the user is A. identified, B. a message can be sent that
the system is about to shut down save your work, C. log
out user without shutting down, and/or D. let me know that
a user is on the system?

Having this particular particular unit as a STAND ALONE
and not on a LAN, flags some security breach via the
internet, and have concerns about how do I know it is a
breach or an error due to something changed in the OS?

It is not a breach or an error.
You have more than one profile on the computer.
You use Fast User Switching to switch users without logging the user
off.
When a user shuts down the computer, the message is saying another of
your profiles is still open.
