All of a sudden, the All Program Menu (the list of
installed programs that comes up when you click "start",
and then click on "all programs") will not come up. They
all run, so the programs are in the system. I tried
several system restore points, and finally reloaded the
OS. None of this fixed it. I suspect it is either a
registry problem or a missing dll. Any thoughts?

Your start menu program directory must have gotten deleted. If you want,
you can add programs manually or you can copy the All Users Programs
directory to your User profile.

Copy:
C:\Documents and Settings\All Users\Start Menu\Programs\

To:
C:\Documents and Settings\[Your User Name]\Start Menu\Programs\

Let me know if you need more assistance ).
