where is the advanced tab on user accounts

I am trying to copy my husbands deleted user account into
a new user account. I am going through all the steps of
safe mode but.... when I go to admin account to do this,
it does not show me a advanced tab or an action tab. Am I
doing something wrong or, does anyone know what I am
trying to do and can retrieve this another way? (PLEASE
HELP).

Try the interface obtained by using Start / Run
lusrmgr.msc
