My "all programs start menu" has way too many programs than I can see. How
can I revise the menu to either reduce the number or combine them in folders
that are similar categories.

Windows Explorer > My Computer > C >
Documents and Settings > All Users >
Start Menu > Programs
Under File, add New Folder(s) and can then move or cut/paste
similar programs to new folder(s) and rename to whatever wish.
e.g. I created new folders and moved all Office programs
to one, all Norton programs to another, MP3 programs to
another, regcleanup & spyware programs to another, etc.
From Start, will then just have the new renamed folders
under All Programs with > to sub-programs within them.

Additionally, you can right click the Start button and select Explore and/or
Explore All Users. You can access the Programs folders there and
re-arrange things as you wish.
