I believe my computer has been infected by a virus, but I
cannot access any programs/admin tools to fix the problem.

I keep getting a message box informing that I do not have
access 'Microsoft cannot access the specified
device, path or file.'

Ho do I overcome or override this message.

Any ideas??

Become admin and right-click entire hard drive(s), go to properties, and
select to take over rights to all files and folders. Then fix it.
1) Use good antivirus software.
2) Install *all* windows updates in the critical category.
3) Consider using a firewall (either one for the main server, or one at
least at the point of entry of WAN to LAN, i.e. right behind whatever
modems you're using).
