After a recent virus attack, I was able to get things
fairly well back in order by reinstalling Windows XP Pro
with one exception. I continue to get a message "regedit
has been disabled by your system administrator." I am the
system administrator. How do I enable it?

Have You tried from MS-DOS ?
Start|Run|Cmd.exe|regedit.exe
